Regarding the "Use Your Contacts" point, you should reach out to your contact(s) before you prepare your submission. You can use that conversation to learn more about the position, the department, your potential boss, the company's culture, what they really need, the company's priorities, morale, etc.. You can then take this information and incorporate it into your application, creating a customized piece that will give you an edge over other applicants. Further, when your contact puts in a good word to HR, they can mention how pro-active you were.

I've tried a lot of these tips, and I haven't really been able to work full time for more than five years now. I felt like a chicken with my head cut off for so long that I just gave up and joined the military and went back to school. I wish employers would just get their heads out of their collective you-know-whats.
